Tax is a compulsory contribution from a person to the Government without reference to special benefits conferred.
2. Common Interest:
3. No Direct Proportionate Benefit:
4. Tax Base:
| Tax | Fee |
|---|---|
| Compulsory contribution | Specific serviceకు payment |
| Example: Income Tax | Example: Registration Fee |
Tax → No Direct Return
Fee → Specific Service
E – C – C – E
Equity → Certainty → Convenience → Economy
Higher ability to pay → Higher tax contribution
Canon of Economy అంటే economyలో economic growth కాదు.
Economy = Minimum Collection Cost.
Personal Income Tax
| Concept | Meaning |
|---|---|
Indirect Tax: Impact and Incidence can fall on different persons
↓
Tax burden may be shifted through price
↓
Consumer bears the final burden
GST
Customs Duty
| Basis | Direct Tax | Indirect Tax |
|---|---|---|
| Levied on | Income / Property | Goods / Services |
| Burden | Normally cannot be shifted | Can be shifted |
| Impact & Incidence | Same person | May be different persons |
| Example | Income Tax | GST |
Direct → Burden Directly on Taxpayer
Indirect → Burden can move to another person
Income ఎంత మారినా same constant tax rate వర్తిస్తే దాన్ని Proportional Tax అంటారు.
| Income | Tax Rate | Tax Amount |
|---|---|---|
| ₹1,00,000 | 10% | ₹10,000 |
| ₹2,00,000 | 10% | ₹20,000 |
| ₹5,00,000 | 10% | ₹50,000 |
| Income Level | Illustrative Tax Rate |
|---|---|
| Low Income | 5% |
| Middle Income | 10% |
| Higher Income | 20% |
Progressive taxation is associated with the principle that taxpayers with greater ability to pay bear a higher tax rate/burden.
Progressive → Income ↑, Tax Rate/Burden proportion ↑
Regressive → Income ↑, Tax Burden proportion ↓
| Tax Type | Income Rises | Tax Rate / Relative Burden |
|---|---|---|
| Proportional | ↑ | Constant |
| Progressive | ↑ | Increases |
| Regressive | ↑ | Relative burden decreases |
Proportional → Same
Progressive → Up
Regressive → Down
Goods and Services Tax (GST) అనేది goods and services supplyపై విధించే Indirect Tax.
1 July 2017
GST అనేది comprehensive, multi-stage మరియు destination-based tax. Value addition stagesలో tax mechanism పనిచేస్తుంది.
GST Constitutional Amendment → 101st Amendment Act, 2016
GST implementation → 1 July 2017
The constitutional amendment provided for the Goods and Services Tax Council (GST Council).
✓ Union Finance Minister
✓ Union Minister of State responsible for Revenue/Finance
✓ Finance/Taxation Ministers or nominated Ministers of States
GST Council makes recommendations relating to matters such as GST rates, exemptions and thresholds.
Intra-State supplyలో Central Government share of GSTను CGST అంటారు.
Intra-State supplyలో State Government share of GSTను SGST అంటారు.
Inter-State supply of goods and servicesపై applicable GST mechanismను IGST అంటారు.
Within State → CGST + SGST
Between States → IGST
Tax follows the place of consumption rather than merely the place of production.
GST introductionతో అనేక Central మరియు State indirect taxes ఒక unified frameworkలో subsume చేయబడ్డాయి.
✓ Central Excise Duty
✓ Service Tax
✓ Additional Duties of Customs
✓ State VAT
✓ Entry Tax
✓ Entertainment Tax
✓ Harmonisation of tax laws, procedures and rates
✓ Simplification of the tax system
✓ Support to investment climate
✓ Support to manufacturing and economic activity
✓ Reduction of multiple indirect-tax barriers
