UGC directs all universities to conduct final semester exams

University Grants Commission guidelines 2020: The Ministry of Home Affairs (MHA) has given a nod to the UGC to conduct university exams. “The Home Ministry in a letter to Union Higher Education Secretary, today permitted conduct of examinations by Universities and Institutions,” said a statement by the MHA.

The University Grants Commission has released the new guidelines according to which all universities have to conduct the final term examination. Moreover, universities and institutions can now conduct other examinations also as per the recent orders released by the UGC.

These orders have been supported by the Union Ministry of Health & Family Welfare. The final year exams are compulsory to be conducted by the universities as per Academic Calendar for the Universities, and as per the Standard Operating Procedure (SOP).

Sources say, "the green signal for universities to conduct examination is part of Unlock 2. Many of the state and central universities were waiting for the guidelines to conduct term-end examinations amid rising cases of coronavirus."

UGC revised guidelines on first and second year students

The UGC guidelines released in April regarding intermediate semester or year examinations will remain unchanged, the revised guidelines said.

UGC revised guidelines: For those who cant' appear

In case a student of terminal semester or final year is unable to appear in the examination, according to the UGC guidelines, the candidates may be given opportunity to appear in special examinations for such courses or papers, which may be conducted by the university as and when feasible, so that the student is not put to any inconvenience or disadvantage.

The students of terminal semester or final year students having backlog should compulsorily be evaluated by conducting examinations in offline or online or blended (online + offline) mode as per feasibility and suitability, guidelines said.

UGC guidelines on final year exams

The UGC guidelines said the terminal semester or final year examinations be conducted by the universities by the end of September, 2020 in offline online or blended (online + offline) mode.

Mode of Terminal Semester/ Final Year Examinations (2019-20)

The universities are required to complete the examinations by the end of September, 2020in offline (pen & paper)/ online/ blended (online + offline) mode following the prescribed protocols/ guidelines related to COVID-19 pandemic.

Provision of Examination through Special Chance

In case a student of terminal semester/ final year is unable to appear in the examination conducted by the University for whatsoever the reason(s) may be, he/she may be given opportunity to appear in special examinations for such course(s)/ paper(s), which may be conducted by the university as and when feasible, so that the student is not put to any inconvenience/ disadvantage. The above provision shall be applicable only for the current academic session 2019-20 as a one-time measure

Backlog of Papers in Respect of Terminal Semester(s)/Final Year Students

The students of terminal semester/final year students having backlog should compulsorily be evaluated by conducting examinations in offline (pen & paper)/ online/ blended (online + offline) mode as per feasibility and suitability.
